Tavari
Humanoids about 1.6 metres tall, with short fine fur from sand to blue-grey, large mobile ears and digitigrade legs. Nocturnal, with big eyes: they work at dusk and at night.
History
Roughly where Earth was around 1850: steam engines, railways, the first telegraphs and now the first experiments with radio. The planet is divided between seven city-states that are just beginning to unite, or to prepare for a great war. The Union has watched them since 2341.
How they live
Matrilineal families, a religion built on the stars and moons, and song as the highest art: their ears give them extraordinary hearing. Their priest-scientists have just discovered a wandering star that does not behave like a planet.

Steam engines, telescopes, early electricity, the first radios. No ships, only balloons.
